Albert Ojwang': IPOA Confirms DIG Eliud Lagat Was Not Interrogated by Senior Officials

The Independent Policing Oversight Authority (IPOA) has released an update about Deputy Inspector General of Police, Eliud Lagat's interrogation on Thursday, June 19.

Why was DIG not interrogated by IPOA top officials?

In a statement, seen by TUKO.co.ke, the IPOA has confirmed that Lagat was not interrogated by the top officials, including the chairperson and the chief executive officer.

"Consequently, IPOA would like to provide an investigation update into the death of Albert Ojwang' in police custody as follows; Yesterday (19th June 2025), the Deputy Inspector General of Police, Eliud Lagat, appeared before the Authority as required by an earlier summons and was processed by the technical team handling the investigation," the IPOA statement read in part.

The IPOA stated that they would like to set the record straight, stating that Lagat was received by the technical team that was handling the matter.

This is contrary to the report that claiming that Lagat was interrogated by IPOA's chairperson, Ahmed Issack Hassan, and CEO, Elema Halake

"He was received by the technical investigation team handling the matter. This is consistent with the principle of safeguarding investigative integrity and maintaining a clear separation between policy formulation and operational functions within the authority," they added.

IPOA further clarified that following their miscellaneous applications, the court was able to give them more time to carry out their investigations by allowing suspects to be held for more days.

The authority's chairperson, Hassan, responded to the complaint raised by OCS Samson Talam's lawyer, Danstan Omari, that his client's mobile phone was used for extortion

"On the allegations regarding misuse of chief inspector Talam's telephone, the authority explained and demonstrated in court that the phone was procedurally seized by its forensic experts and is securely held," Hassan said.

He said that the authority wrote to the Directorate of Criminal Investigations (DCI) to investigate the allegations, which were yet to be substantiated.

Hassan further reiterated its commitment to conducting the investigations into blogger Albert Ojwang's murder in an independent, impartial and expeditious manner.

How was OCS Talam's phone used to defraud Kenyans?

Talam's case took a rather disturbing turn after lawyer Danstan Omari gave details of how his client's mobile phone was used to extort money from Kenyans while in IPOA's custody.

Speaking before the court on Friday, June 20, Omari stated that IPOA was not only given Talam's phone but also its password.

Omari argued that this gave IPOA full access to Talam's phone. He further called on the DCI to declare IPOA offices a crime scene.
