Senior officials have been deployed to counties outside Nairobi to work closely with County Land Management Coordinators and other personnel on crucial issues that impact the Department’s overall performance.

These issues include resolving complaints, preventing corruption, promoting national values and cohesion, integrating road safety, and enforcing Presidential Directives.

Leading the campaign is the Secretary Administration, Maalim Mohamed, who highlighted the vital role of field staff as frontline agents in combating inefficiency and unethical conduct.

“The role of our field officers is critical to the success of the State Department’s mandate. They are the face of the Ministry to Kenyans, and they must be well-equipped to respond to citizens’ concerns professionally and efficiently,” Maalim said during a visit to Machakos County.

So far, the sensitisation team has visited Makueni, Machakos, and Kitui counties, with additional engagements conducted in the counties of Nyeri, Kiambu, Kirinyaga, Murang’a, and Nyandarua in the Central Region; Laikipia County in the Rift Valley; as well as Embu, Tharaka Nithi, Meru, Isiolo, and Marsabit in the Upper Eastern Region.

Plans are underway to extend the exercise to all 47 counties by the end of the year.

Maalim also reminded officers of their duty to align with national priorities, including the Presidential Directive on environmental restoration through the National Tree Growing Initiative, which aims to plant 15 billion trees by 2032.

Officers were encouraged to lead by example and mobilise local communities to participate in tree planting efforts.

This initiative follows concerns raised by the Commission on Administrative Justice (CAJ), which reported an increasing trend of complaints being submitted directly to field officers instead of being routed through senior management.

The Department seeks to streamline communication and ensure the timely resolution of complaints to maintain public trust.

“We are implementing clear channels of communication and accountability so that every complaint is tracked, addressed, and reported within the required timelines,” Maalim added.

Lands and Physical Planning Principal Secretary Nixon Korir appointed Maalim to lead the campaign with the goal of sustaining the department’s impressive performance.

In 2024, the State Department was ranked the best-performing State Department and the second-best Government Institution by the Public Service Commission.

Lands and Physical Planning Principal Secretary, Generali Nixon Korir, appointed Mr. Maalim to lead the campaign in a bid to sustain the Department’s impressive track record.

In 2024, the State Department was ranked the best-performing State Department and the second-best Government institution overall by the Public Service Commission.

Additionally, it was recognised as the top performer in Road Safety Mainstreaming by the National Transport and Safety Authority and scored 100% in the National Cohesion and Values assessment.

The Department also recorded the highest number of transactions on the eCitizen platform among all state departments—further evidence of its commitment to digital service delivery and operational efficiency.
